Although Phil Brown has been a full time litigation attorney since 1985, he became a Hawaii attorney after moving to Honolulu in 1993. Mr. Brown started this office in 1997 after working for some of the finest law firms in Hawaii, New York and Virginia.
Upon graduation from Washington and Lee University School of Law in 1985, Mr. Brown was an associate at Hunton and Williams. In 1987 Mr. Brown joined the New York office of Reid and Priest (later known as Thelen Reid and Priest). Mr. Brown often credits these two highly regarded, national law firms as the main reason for his strong background in commercial litigation.
In 1993 Mr. Brown moved to Honolulu and joined its then largest law firm, Carlsmith Ball. At Carlsmith Ball, he litigated against some of Hawaii’s finest attorneys, including famed Plaintiffs attorney, David C. Schutter. Following one oral argument, Mr. Schutter offered Mr. Brown the opportunity to join Schutter and represent the claims of some 4000 annuity holders in a case against a national financial institution. Mr. Brown candidly admits when he met Schutter, Brown had little experience representing the rights of Plaintiffs. However, Brown accepted the challenge and two years later mediated a Thirty-Nine Million Dollar settlement for the annuity holders.
Mr. Brown started this office in 1997. Relying on his diverse experience, Mr. Brown represents Plaintiffs and Defendants in Commercial Litigation, Real Estate Litigation, and Personal Injury cases. Moreover, because Mr. Brown was trained at two of the biggest law firms in the United States, he is often the Hawaii lawyer or “local counsel” for clients and law firms seeking an attorney in Hawaii.
Mr. Brown has Martindale Hubbell’s highest legal/ethics ratings and is listed in the Bar Register of Preeminent Lawyers under Civil Trial Practice, Commercial Litigation and Personal Injury. Mr. Brown is also listed in The Best Lawyers in America and Super Lawyers. Mr. Brown has also been recognized in Honolulu Magazine’s Best Lawyers in Hawaii and was honored by the American Trial Lawyers Association as a Top 100 Trial Lawyer.

Effie Steiger - Attorney
Ms. Steiger was the CALI Award winner for legal drafting in the summer of 2004. Ms. Steiger was also an extern for Judge Michael A. Cherry during the fall semester of 2005. Upon her graduation from UNLV, Ms. Steiger completed a clerkship for the Honorable Stefaney Miley of the Eighth Judicial District Court in Nevada. Ms. Steiger graduated from the University of Hawaii in 2002 with her B.A. in Political Science.
Ms. Steiger's practice focuses on Commercial Litigation, Personal Injury and Civil Trial Practice.
Ms. Steiger is licensed to practice law in Hawaii and Nevada.
Justin M. Chu is a 2009 graduate of the University Of Memphis, Cecil C. Humphreys School Of Law. At the University of Memphis, Mr. Chu was on the Law Review where he also served on the Editorial Board as Business Editor. In addition, Mr. Chu received CALI Awards in Civil Rights and Fair Employment Practices. During law school, Mr. Chu worked as a law clerk for the legal department at AutoZone, Inc. and was an extern for the Honorable Jennie D. Latta and the Honorable George W. Emerson, Jr. of the United States Bankruptcy Court for the Western District of Tennessee. Mr. Chu was also awarded the Dean's Distinguished Service Award for creating a pamphlet on Debtor's Rights used by the Memphis Areal Legal Services.
Mr. Chu is a 2004 graduate of Vanderbilt University where he majored in Mathematics and minored in Computer Science. After graduation from Vanderbilt, Mr. Chu worked as a Consultant/Pharmacy Technician for Priority Healthcare Corp. While at Vanderbilt, Justin was a teaching assistant in Calculus.

Warren Fabro has managed this office since 1997. Prior to joining the Law Offices of Philip R. Brown, Mr. Fabro was a paralegal for David C. Schutter & Associates.
Before returning to his native Hawaii, Mr. Fabro was a records administrator in the New York City branch office of Dechert Price & Rhoads.

Courtney A. Henderson has her M.A. in English Literature with a minor in Linguistics from the University of Toledo (2009) and her B.S. in Magazine Production Journalism with a minor in English Literature from Florida A&M University (2008). Ms. Henderson is currently pursuing a second graduate degree at the University of Hawaii, in Linguistics, Language Documentation and Conservation.
Ms. Henderson and UH Hawaiian Language Studies graduate student Oni Ezell have created a Hawaiian language revitalization book, He Pū‘ulu Pā‘ani ‘Ōlelo Hawai‘i, and game. Through an Endowment Fund that Ms. Henderson earned from the University of Hawaii’s Linguistic Department the book and game will be printed and distributed to preschool classes with local Keiki O Ka ‘Aina: Family Learning Center.
Ms. Henderson will serve as a paralegal on many of our Civil Litigation matters and will use her journalism background to assist us with our blog.
